The housing bill sets up a fund to aid troubled homeowners, offers tax breaks, adds support for Fannie Mae and Freddie Mac, and allows the U.S. government more power to take equity stakes in credit companies if needed. The bill comes at a time when
mortgage applications hit their lowest level since 2000 and on a day when
